Significance: The Horsethief Basin Resort, including the ten cabins and general store, is significant for its association with the development of recreational services and the construction of parks by the City of Phoenix between 1933 and 1937. Built in 1936-37, the Horsethief Basin Resort represents one of eleven new parks built by the City of Phoenix with the assistance of federal funds from the Public Works Administration (PWA) during this time frame. The site also includes additional depression era development associated with the Resort including a dance pavilion, a tennis court, playground equipment, a dam, and lean-to camping structures built by the Civilian Conservation Corps (CCC).
